...many firms and organization departments are trying to master a flood of tasks through project management and reorganization.

This should minimize the danger of worsening problems through inappropriate development.

But projects create complexity which must be managed.

Today's companies need knowledge workers.  Both business processes and organization should support them, and deliver the information they need like a production line.

Employees communicate at all levels and in all business processes, among themselves and with customers and suppliers, the public, etc.  Information is constantly being exchanged.  In itself, this would not necessitate a reorganization.
